The next ABR Conference will be held at the beautiful Caribe Hilton in San Juan, Puerto Rico during the week of March 15-19, 2004. The Caribe Hilton has ocean front swimming pools and whirlpools next to its pristine and secluded beach along the blue water of the Atlantic Ocean. If you choose to get away from the hotel, you can visit the casinos that are located in many hotels around the Island. Old San Juan is famous for its Spanish History, the El Yunque rain forest, and the Arecibo Observatory the largest single-dish radio telescope in the world. The hotel also offers the 12,000 sq. foot Olas Spa & Health Club, tennis courts, fine restaurants, health bar and café, Tapas bar, nightly entertainment bar, and more. Since Puerto Rico is a US territory, passports or visas are not necessary for US citizens, and the US dollar is the local currency.

All submissions are to be sent by email attachment to cluter@wapress.com by January 15, 2004. Any applied business or economics related research manuscript or teaching related manuscript or case is welcome. The format of the paper is not important at this point. There is an additional charge of $100.00 for each additional paper presented.

NSF Funding Opportunities

The National Science Foundation has posted a number of funding opportunities, including an initiative to support graduate and undergraduate curriculum development.

The objective of this program is to stimulate innovative activities in the Computer and Information Science and Engineering (CISE) disciplines by encouraging the transfer of state-of-the-art research results into undergraduate and introductory graduate curricula, by disseminating best practices in Information Technology (IT) education, investigating emerging areas, and implementing new IT programs. The program supports the design, development, testing, and dissemination of innovative approaches for increasing the effectiveness of educational experiences. CRCD/EI projects may involve: integrating research results into courses and curricula (the research may be ongoing or completed and may be drawn from any research activities in the computer and information sciences and engineering fields); the planning and implementation of formal activities designed to publicize effective innovative programs and IT concepts through workshops, publication and other dissemination mechanisms; and the creation of educational programs and tools that address cutting edge IT. The CRCD/EI Program places special emphasis on curricular approaches that address the recruitment and retention of women and under-represented minorities in IT educational programs.

Cyber-Insecurity Report

A recent study by seven IT security researchers concludes that the dominance of Microsoft products is a severe security threat to the global Internet community.

The day after the report's release, one co-author, Dan Geer, was fired from his job as Chief Technology Officer at @stake Inc., a Mass. based security company that derives a hefty portion of its revenue from Microsoft.

Meanwhile, ComputerWorld reports on 10/15/2003 that Microsoft has released patches for five Windows security flaws.

Call for Papers for the Mini Track

Emergency Response Information Systems

This mini-track is concerned with the functionality that Emergency
Response Information System provides for those involved in:

Training for a crisis situation
Planning for the response to a crisis situation
Responding to a crisis situation
Evaluating the performance during and after the crises

Any aspect of the design, development, deployment, operation, or
evaluation of emergency response systems are appropriate for this
mini-track provided it focuses on the tools, functionality, and/or
interface the system provides to human users involved with emergency and
crisis response. Also papers that focus on requirements for this
environment and/or the impact or relationship of such systems to the
behavior of the individuals or organizations involved are equally welcome.

Papers that focus on the underlying technology or hardware of computers,
networks, sensors, mobile devices and their improvements in such areas
as throughput, accuracy, and security, should be directed to other
appropriate sessions. An exception might be any special purpose
input/output device for direct use by respondents to a crisis situation.

We welcome research papers (max. 5000 words) as well as
research-in-progress papers (max. 2500 words, e.g. reporting on PhD
thesis research).

The authors of outstanding papers accepted for this minitrack will be
asked to prepare an extended version of their paper for submission to a
special issue of JITTA (Journal of Information Technology Theory and
Application, http://jitta.org) on Emergency Response Information
Systems. The special editors for this issue are the above mini track
chairs.

Papers submitted to the First International Workshop on Information
Systems for Crisis Response and Management ISCRAM 2004, Brussels
(Belgium), May 3-4 2004 will also be considered for this special JITTA
issue (http://www.tilburguniversity.nl/ISCRAM2004).

Seminar on Foundation Grants

The Foundation Center, the main national organization of private foundations, is hosting a special free 2-3 hour program tailored to colleges and universities entitled: Foundations and Higher Education In the New Environment: Reaching for the Brass Ring in the Down Cycle. This is a wonderful opportunity to learn about foundation grants, and it is free. Strategies for fundraising success will be discussed by Foundation Center president, Sara Engelhardt who previously was a program officer in higher education at Carnegie Corporation of New York.
